This question cannot be answered. There are too many variables.
They’re right, it ain’t easy to answer, probably impossable to calculate, but 29 mhz is close to 10 or 11 meters, and a 10 meter amateur transmitter on 4 watts might give a mile or two range in a city. But, there are lots of variables…mode of transmission, for ex., height of buildings, atmospherics of course, and antenna design. Best case scenario, I’d say 3 miles if you’re lucky.
